America in the year 1930. It is a savage time of violence and crime. New Orleans is the bloody front where two rival mob leaders collide. The Zar has unrestrained power over the city, when Mr. Tully begins to interfere with his business, aiming to start total mob war. When the Zar's son is murdered by Tully's men, he seeks bloody revenge.
