Cheol-Min witnesses organized violent gang of Chairman Choi rushes into the office of a political party that is supposed to be founded. As the gangsters take decisive terrorism, he came to have a desperate fight with them. Hearing this, the organization of Chairman Choi begins to find him out. While Chang-Ki, a gang of Choi, becomes skeptical about the gangster life, he meets Cheol-Min and shares friendship with him. When Chan-Wu, the brother of Cheol-Min's beloved So-Hee, is stabbed by the gang who has the eye on Cheol-Min, things are getting more serious. As reporters try to inquire into the true state of the things, Choi accuses Cheol-Min of doping philopon by using his political power. Enraged Cheol-Min resolutely take revenge on Choi's organization. As the situation becomes serious due to this, the political power makes a plot to remove Chairman Choi....
