The chairman of the residents' committee, obsessed with the irresponsible consumption of energy, visits his neighbour for a surprise inspection. He soon realises that behind the façade of this discreet woman there hides a cruel and heartless squandering of kilowatts. This is the start of a story packed with madcap dialogue that features tension, emotion, spicy humour and even a crime.
The film is a series of comical musical numbers and skits following Phil Harris around, starting with him performing at the Cocoanut Grove nightclub, which is listened to by Dorothy on the radio whose home-brewing husband Walter hates Harris.
