The greedy commissioner eagerly presides over the annual cake competition. A Hells Angels party arrives and demands the prize, a golden cake pin, without even entering a cake. An attempt to arrest them gets Toby and Migrain tied-up. Mega Mindy comes to their rescue, but has to retreat when grandpa's Bliep transporter breaks down. Its unique fuel is exhausted, so transforming again is out of the question.
